It takes a bit of both to feel good. When your wearing what you can simply afford it takes imagination and self confidence to imagine yourself in that perfect outfit for the perfect occasion. When your feeling yourself you feel good and sharp, as I like to say "Fitted". Every now and then it is good to treat your self to a moment when you get all dressed up to the point where you feel like a million bucks. No matter what your wearing it's how you feel that others pick up on. If you feel good no matter what your wearing the good feeling will come through the clothes, and in opposite if you feel bad and down on yourself you can have on a couture piece and still be received poorly.
